Well, mine started this way....
It started with just my thumb then fingers.
Now everytime I tilt my head down I get that sensation of alot of tinglingling as something is asleep or a blood rushing.

I don't know much about "circulation, " but I do know that the cardiovascular system can and often does have a connection with epilepsy (I don't know exactly what that connection is).  I have MVP (mitral valve prolapse.... just a heart murmur), and my neurologist tried to explain the MVP/epilepsy connection to me, but I still don't understand what he was talking about. lol.  I just know that the two issues have something to do with one another. 
 
A characteristic of MVP is numbness and tingling in the hands and feet, as well as the hands and feet often being cold---- "poor circulation. "

Does anyone know if Epilepsy or any meds for it cause circulation problems or effects?
