This all seems more hassle and stress than it is worth.
First of all, as a retired police officer, I know that when we kicked in doors on search warrants the owner could put in for the expense to repair door. Since most of these people were criminals very few asked for the money, but it is available. I don't know what the policy is for the police dept you dealt with - and they may not cover it since it was the result of rescuing you.
As for your landlords fuss over cleaning up blood - this is a non-issue. They are not responsible for cleaning up the blood in your apartment. That is your responsibility, just it would be if you hurt yourself in any other way within your apartment. So the only issue is the door. And that has already been resolved albeit not the way your landlord would have liked.
It is nice to think that we can educate others about epilepsy, but not all people are interested in learning. Their minds are closed. We can make an attempt to teach but sometimes it is an impossible task.
The apartment you describe doesn't seem that nice if you are in need of a lot of repairs. The landlords are causing you a lot of stress you do not need. I am the first person to stick with something for the "principle of it". But sometimes you need to make sure you are not fighting an impossible fight for a principle when you are harming yourself.
That's what seems to be happening here. If we take the epilepsy issue out of this -this is simply a matter of a horrible landlord. They do not deserve your rent money. And you deserve a much better cared for apartment with landlords who are courteous and responsive.
Again, I reiterate, you do not need this stress in your life! Please consider finding a better apartment and putting this painful fight with your landlords in the past. Now go relax.
