Can't give you info on Felbamate but glad you got good information from the VEEG. I know how draining those can be. For the meds, check the hand out they gave and see if those things are listed. If not, ask the doctor. Has her fluid intake changed at all? Just throwing that out in wondering if she is experiencing dry throat and reporting to you that her throat is squeezed. If she is drinking differently, it could alter her potassium levels (major hunch on my part) which could lead to leg cramps.
Or those could be from the meds they took her off. Start to keep a log of how often she reports this, what happened before, during and after. These symptoms could also be the anxiety or panic attacks. Do you have someone working with her for that? Can they recommend someone? Just telling you it isn't seizure and labelling it anxiety or panic attacks shouldn't be the end of it. She is still suffering and it needs to be addressed either with behavioral therapy and or medications.
