Most airlines have rather strict policies on these things, so this
shocks me. I would call the airline and ask to speak to their "Liaison
for passengers with disabilities" . If they say they don't have such a
person tell them you want to speak to the representative who handles
passengers "in need of accommodations" . One of these statements ought
to get you to someone who should be able to help you. Any airline
should be prepared before you arrive to handle your needs. Tell this
person exactly what you told us, and exactly what you need done. Tell
them that you are "highly disappointed because you thought the person
you previously spoke to would handle this for you and did not, which
made your first flights miserable and embarrassing because your
disability and service dog become more of an issue not less." This
ought to get a response.
