In the larger scheme of things done by the TSA, this is a rather tame
situation. Back in 2002, I was going through security at BWI-Thurgood
Marshal International Airport, for a flight to Chicago for a medical
conference. When the the metal in my belt for my dress slacks, set the
scanner off. I was forced to 'drop my drawers' in front of everyone in
the terminal. I have also heard of women with breast implants setting
off the scanner and being told to take them out, even though it was
physically obvious that they couldn't.
I do agree, that the TSA dog handler, should have had better control of
the dog. But, The dog may also need more training. The only
justification for the TSA dog behaving the way it did, would possibly
have been, if the TSA dog smell drug residue on the other dog.
