1/3 cup lightly salted roasted peanuts
1 1/2 tablespoons nuoc mam -- Vietnamese fish sauce
2 tablespoons tuong ot toi -- Vietnamese chili garlic sauce
2 garlic cloves
1 tablespoon canola oil
In a high-powered blender, pulse all ingredients until very smooth.
