This depends in part on your states regulations. In Nevada, I had to
retake the written test, then take the road test. I did not have to
start over. I hadn't driven for 3 years when I retook them.
I would suggest getting the driver handbook and studying. You would be
surprised how many things just become automatic when you've driven 20
years. It will help you remember the "official law" verses how most
people drive.
