Tammy is correct about this. We live in a border town, where the state
laws differ, so we were sure to look into this when I first got my
license back. States govern laws over the qualifications for a drivers
license, so if you meet the qualifications in your state to get a valid
drivers license, other states must honor that with a few exceptions.
Some states issue provisional licenses to minors, and in some states
this includes a provision to drive within state boundaries only. There
are federal guidelines restricting commercial interstate driving to over
21. Other then that, if a minor does drive in another state, they need
to be aware of that states restrictions on minors and adhere to them,
such as curfew laws and driving with passenger laws.

So, if a Dr. releases you based on the law in your state of residence,
then your license is valid in other states.
