Yes the fast 5 is about the 19 hours not eating and you can chose the Window that fits you best.

However, the reasoning behind the 5-10pm Window is, I  think, as follows.
- Most people go to bed at around 10. With your window from 5-10 you will not go to bed hungry. If you are hungry when you wake up, you can tell yourself to look forward to your eating Window opening up and you can distract yourself with other tasks. You soon find that hunger comes and goes in waves and you soon adapt and don't feel the hunger as much until close to your window.
If your window is earlier in the day and you are hungry when you go to sleep, it is more difficult to sleep and you may be ravenous in the morning and cheat.
- The other reason is that most people get off work around 5 and go home and want to have a meal with family. Breakfast is easy to skip as every one gets ready for the day and lunch can generally be skipped and no one will say much but is is hard to skip supper with out people noticing and hard to skip when you see everyone else eating. Especially if you are the meal preparer. . Also hard to eat a big meal in, say the afternoon if you work a standard shift.
-5-10 window allows a small snack as you prepare your dinner, then a big dinner and a snack before bed if you chose.
Having said all that, you have to find a window that fits, shift workers, students, people who emtertain over lunch etc may have to adjust. and your window is not set in stone. yyu can change it to fit a certain day of the week where you may have a special lunch,  or you can even occasionally expand your window to fit a special occasion - just don.t make it a habbit :-( 
Some people also find that what they eat makes a difference. For example, if you snack before you close your window, you may find a high protein snack works better for controlling hunger the next day than say twinkies. You may have to experiment a bit to find your ideal.
I find I have to plan a little and eat a lot of veggies early in the Window to fill  up a bit, otherwise I scarf down a bunch of junk and have no room for real food.. But that is just me.
