It sounds a bit to me like Hashimoto's Encephalopathy, but I am not a doctor. You might want to do some reading about it on the internet and see if it sounds like what he has happening.

I am not a Dr. but that doesn't sound like EP to me.
Have you considered getting a second opinion?
Is your husband having any szs now?
When a person has EP they will usually have szs or convulsions.
They are the same in my opinion.
I have just retired from being a home health aid for 25 years.
